(1) Electronics & ICT Academy
There is a plan to set up an Electronics & ICT Academy in the State at NIT, Kurukshetra to improve the skill of faculties working in Colleges and Technical Institutions of Haryana. Director NIT, Kurukshetra will prepare a detailed proposal in this regard for onward submission to Government of India for their approval.
(2) Electronic Manufacturing Skills to 3750 persons
New scheme to impart Hardware skills in 25 courses in Electronics & Telecom field is being initiated in collaboration with NIELIT (National Institute for Electronics & IT), a Government of India entity and Hartron. State has designated Hartron as SIA (State Implementing Agency) for the project.
(3) Wi-Fi HotSpot project (Rollout in Haryana):
The Digital India Programme is a flagship Programme of the Government of India with a vision to transform India into a digitally empowered society and knowledge economy. Nine Pillars have been defined under the programme. Under the 9th Pillar Early Harvest Programmes one of the programme is “Public wifi hotspots”. Under this programme public wifi hotspots are to be created at 1 million tourist spots in India.
(4) IT Cadre
The State is giving great emphasis on promotion of e-Governance projects and IT Applications in the Government offices/Boards/Corporations/Institutions to bring about efficiency, transparency in the delivery of public services. In view of this, it has been proposed to create an IT Cadre in the State for smooth implementation and sustenance of e-Governance Initiatives in the State.
(5) State Resident Database (SRDB)
The initial version of the project is operational and has about 1.58 Cr. Citizen Records form the Aadhaar repository. The building up the resident data that is being used for benefits management is in line with the vision of Government of India. 29 e-Services of various Deaprtments have been integrated with SRDB to exchange data. Using the SRDB ineligible beneficiaries have been weeded out in Kerosene, Social Pensions and Scholarships leading to considerable savings for the State .
(6) State Resident Data Hub (SRDH)
In the meantime State Resident Data Hub (SRDH) has been set up. Presently, SRDH has 1.44 crore records and SRDH is current with UIDAI data upto July 2015.SRDH database is being used to perform seeding operation for various departments (Election, Education, Social Justice and Food Supplies Departments) and a web service based resident lookup for Food supplies department has been developed to enable the search of residents demographic and photo by passing their UID number.
(7) Information Security Management Office
A comprehensive InfoSec policy is being prepared for the State, for which Information Security management Office (ISMO) has already been set up. A small dedicated team of security specialists have been engaged in carrying out Vulnerability Analysis (VA) and Penetration Testing (PT) on a continuous basis for 30 IT Assets of the State. There is plan to cover all the IT assets of State within one year. There is also plan to set up a Security Operations Center (SOC) for real time monitoring of security events and gathering threat intelligence both from preventive and remedial perspectives. So far 53 web portals have been audited as part of a continuous security assessment process by ISMO.
(8) Development of Mobile App by DeitY under the UMANG
DeitY proposes to launch Unified Mobile Application for New-age Governance(UMANG). It is a initiative to fast track mobile Governance in country by building common, unified platform/application to have single point access of major Government Services through mobile. Through the application citizens can access pan India e-Gov services of his/her choice, from any location, offered by central and state government departments, local bodies and other agencies. Haryana has already launched 105 services and is well prepared to launch mobile services as most of them are ready with back end processes. It is targeted to integrate at least 50 G2C Services of Haryana.
(9) e-office project (Rollout in Haryana)
to start the e-office initially in the offices namely (i) IT Department, (ii) CS Office, (iii) Industry Department, (iv) NIC, (v) Hartron, (vi) IIT, (vii) Public Health Department and (viii) Districts (Gurgaon, Karnal, Kurukshetra, Sonipat, Panipat and Panchkula). e-office at these Departments/Corporations is expected to be rolled out in 6-months.
(10) IT Policy
The new Policy on Electronics, Information and Communication sector (i.e. IT & ESDM Policy) is being formulated by the State through Hartron. Final draft shall be uploaded in the public domain for comments and post that the proposal will be presented to Hon’ble Chief minister and for cabinet notification by the end of Sept, 2016.
(11) National Digital Literacy Mission (NDLM)
Under digital literacy mission, NDLM programme has been launched to provide IT literacy to the one citizen of each household. Haryana has registered 13000 citizens for this programme.
(12) Incubator Centers
It is plan to set up one incubator centre at each University. 7 incubator centres are proposed to set up at the cost of Rs. 30.00 lacs each in 7 Universities.
(13) Start-up Warehouse
IT department is in process of setting up of innovation campus at Gurgaon in collaboration with NASSCOM. MoU has been signed on 29.07.2015 with NASSCOM for setting up of Start–up Warehouse for Young enterprising entrepreneurs to kick start the projects in Hartron, Gurgaon. Renovation work of Phase I having appox. 5000 sq. Ft. Area under renovation for 40 seats is near completion, order for furniture finalised, post that start-up warehouse shall be inaugurated. Thereafter, as per the policy space shall be allocated to the start-ups to kick-start their operations.
(14) Mobile Application Development Center
With IAMAI (Internet and Mobile Association of India) a Mobile development centre including skill training centre is being setup for which a draft MOU has been prepared. Also, 3000 sq. ft. Area has been identified in Hartron, Gurgaon so as to use the common facilities such as common video conferencing cum meeting room, internet, etc.
(15) Centre of Excellence for Internet of Things (CIOT)
As per the Policy framework of Diety, GOI, CIOT has been proposed to be implemented via a multi-pillar approach. The approach comprises of Five Vertical Pillars (Demonstration Centres, Capacity Building & Incubation, R&D and Innovation, Incentives and Engagements, Human Resource Development) and Two Horizontal Supports (Standards & Governance structure. Announcement related to “Setting up a Centre of Excellence for IOT” was made by Shri Ravi Shankar Prasad, Hon’ble Union Minister for Communications & IT at Panchkula. Also, a DO letter dated 06.05.2016 has been written from PS(E&IT)/Haryana to Secretary, DietY, GOI requesting DietY, GOI to favourably consider Gurgaon as a next location for CIOT on lines of Bangalore CIOT with NASSCOM for which Haryana State Government will provide space, infrastructure and support. Further, in-principle approval of Hon’ble CM Haryana has been accorded for the process of establishment of CoE-IoT at Gurgaon with NASSCOM which is considered to be co-located with NASSCOM start-up warehouse at Gurgaon (likely to be inaugurated shortly) for convergence and to draw maximum benefits. HARTRON shall act on behalf of the Government of Haryana to solicit support from Deity, GoI and other stakeholders for the establishment of the envisaged CoE-IoT at Gurgaon for which a detailed project report is being prepared for submission to DeitY, GOI.
