About SeMT
The State e-Mission Team (SeMTs) are deployed at States / UTs by NeGD, Ministry of Electronics and Information Technology, Government of India. SeMTs are envisioned to provide professional and Techno-Programme management support to the policy-making bodies of the States / UTs. It collaborates with the stakeholders for the implementation of Central and State projects on digital governance and provides techno-program management consultancy.
State e-Mission Teams (SeMTs) play a pivotal role in the implementation and success of e-Governance initiatives across India. SeMTs comprise domain experts and IT professionals who provide critical support to State Governments and Union Territories in planning, executing, and managing digital governance projects.
SeMTs serve as the backbone of digital transformation at the State level by ensuring that initiatives are aligned with national standards while also addressing state-specific needs. They support the customization and adoption of digital governance solutions, provide technical guidance, and strengthen the capacity of government officials through structured training and knowledge-building interventions.
By bridging the gap between the national vision of Digital India and ground-level implementation, SeMTs contribute to the development of a cohesive and integrated digital governance framework across the country. Their efforts enhance the efficiency, transparency, and accessibility of public services, thereby supporting the goal of a digitally empowered society.
Roles and Responsibilities of SeMT
- Programme Management
- Support the implementation of Mission Mode Projects (MMPs), Digital India Programme components, and other State/UT IT initiatives.
- Assist in interpreting and analysing policy guidelines issued by central agencies/committees including NeGD.
- Ensure alignment of e-Governance projects with Digital India Standards and recommended frameworks.
- Support appraisal of e-Governance projects, including project management and procurement processes.
- Develop and institutionalize administrative governance and monitoring frameworks for State IT Departments and NeGD.
- Identify new e-Governance projects and enhance existing applications using emerging technologies.
- Provide strategic guidance, subject-matter expertise, and leadership support to State/UT Government officials.
- Resolve inter-departmental queries related to technical architecture, interoperability, standards, security, and core ICT infrastructure.
- Manage financial affairs of SeMT and provide periodic inputs to the Secretary (State IT) and NeGD.
- Financial and Procurement Management
- Assist in budgeting, procurement, and contract management for IT projects.
- Support preparation of EoI / DPR / RFP / Contracts and other related documentation for the State/UT.
- Identify Change Management / Business Process Re-engineering (BPR) requirements and propose suitable strategies.
- Technology Management
- Provide technical consultancy for successful implementation and rollout of State/UT e-Governance projects, including development of robust ICT infrastructure.
- Support the State Government in defining standards for application and infrastructure architecture in line with emerging technologies.
- Analyse and ensure adherence to best practices, standards, and guidelines relating to:
- information security
- strategic controls
- disaster recovery
- business continuity planning
- Promote effective utilization of common infrastructure being established under the Digital India Programme for State-level implementations.
- Coordinate with Capacity Building (CB) practice leads for adoption of new technology architectures, products, and services.
- Capacity Building
- Assist in formation of a Capacity Building Team at the State level in coordination with CBMC, NeGD.
- Identify training requirements and support course finalization in coordination with CBMC Division.
- Support awareness, outreach, and communication activities related to the Digital India Programme.
- Conduct expert-level workshops as and when required based on technical domain expertise.
- Align with and support strategic national projects driven by CB teams at Headquarters.
- Provide regular progress reports of SeMT activities to NeGD.
SeMT is functioning as full-time advisory body in the Govt. of Haryana in undertaking e-Governance projects and advising high level committees on IT/e-Governance projects in the State. The current team composition of the SeMT in the State as following;
