    Aadhaar Services in Haryana

    The Citizen Resources Information Department (CRID), Government of Haryana, formerly known as the Department of Information Technology & Electronics (DITECH), has been implementing and managing Aadhaar-related services in the State since 2013 in coordination with the Unique Identification Authority of India (UIDAI).
    CRID functions as the Global Authentication User Agency (AUA) and e-KYC User Agency (KUA) for the State of Haryana, playing a central and strategic role in enabling Aadhaar-based authentication and e-KYC services across the State ecosystem. Through this centralized framework, CRID extends Aadhaar services to various State Government Departments, Boards, Corporations, HARCO Banks, in compliance with UIDAI guidelines.
    The Aadhaar number can be verified online securely and cost-effectively. It helps eliminate duplicate and fake identities and serves as a foundational identifier for the implementation of various Government welfare schemes and public services. Aadhaar has significantly enhanced transparency, efficiency, and accountability in service delivery and governance. Aadhaar is a neutral identifier and does not store or reveal information relating to caste, religion, income, health, or geographical location. While Aadhaar serves as a valid proof of identity, it does not confer citizenship or domicile status upon the Aadhaar number holder.
    Role of CRID as Global AUA / KUA in Haryana
    As the State Nodal Department and Global AUA/KUA, CRID provides a secure, standardized, and scalable Aadhaar service infrastructure for Haryana. This centralized model ensures:
    a. Uniform compliance with UIDAI regulations

    d. Seamless onboarding of State entities
    e. Reliable and uninterrupted Aadhaar services
    CRID enables Aadhaar Authentication and e-KYC services to State Departments, Boards, Corporations, Universities, and Financial Institutions, allowing them to deliver citizen-centric services in a transparent and efficient manner.
    Aadhaar Usage by State Entities
    Total 34 + Government departments and institutions, including the HARCO Banks, access Aadhaar services through CRID in the following manner:

    Authentication User Agency (AUA)
    Departments and agencies authorized to perform Aadhaar authentication for identity verification while delivering services and benefits.
    e-KYC User Agency (KUA)
    Entities authorized to perform Aadhaar-based electronic Know Your Customer (e-KYC) for paperless identity verification with resident consent.
    Sub Entity AUA
    Departments, Boards, Corporations, and other entities onboarded under CRID to access Aadhaar authentication and/or e-KYC services. CRID, as the parent AUA/KUA, remains responsible for compliance and monitoring.

    Aadhaar Authentication Process (Simplified)
    a. Resident provides Aadhaar number and explicit consent
    b. Concerned Department (Sub Entity AUA) submits a request through CRID
    c. UIDAI performs authentication / e-KYC
    d. Secure response is received
    e. Service or benefit is delivered to the resident
    Through its role as Global AUA/KUA, CRID enables the Government of Haryana to deliver Aadhaar-based services at scale in a secure, transparent, and citizen-friendly manner, supporting good governance, financial inclusion, and efficient public service delivery.
    2. Other Aadhaar-based Services:

    a. Aadhaar Data Vault:
    The Aadhaar Data Vault is a secure, UIDAI-mandated repository implemented by in house team of the Citizen Resources Information Department (CRID), Government of Haryana, as an “ADV CRID Solution”, for the safe storage and management of Aadhaar numbers collected by State Government Departments, Boards, Corporations, and other authorized entities. In accordance with UIDAI’s Aadhaar Data Vault guidelines, the system ensures that Aadhaar numbers are stored in an encrypted and tokenized form, thereby minimizing the use and exposure of actual Aadhaar numbers across departmental applications. The Data Vault replaces Aadhaar numbers with unique reference keys or tokens for internal processing, while the original Aadhaar number remains securely protected within the vault. Access to the Aadhaar Data Vault is strictly role-based, logged, and monitored, with strong audit trails, encryption standards, and security controls in place. By adopting the Aadhaar Data Vault framework, CRID enables State entities to comply with UIDAI regulations, strengthen data security and privacy, reduce the risk of data breaches, and ensure responsible use of Aadhaar information while delivering Aadhaar-enabled services in a secure, compliant, and citizen-centric manner.
    b. Haryana Face Auth:
    The CRID dept, Government of Haryana, has developed the Haryana Face Authentication (Haryana FACE Auth) Platform, an Aadhaar-based solution leveraging advanced facial recognition technology to enable secure, contactless, and citizen-centric identity verification through mobile devices. The platform has been developed as a priority initiative following a comprehensive technical evaluation of existing solutions, including the NIC’s BSA application, and in strict adherence to UIDAI security, privacy, and biometric data handling guidelines. Designed and developed entirely in-house, Haryana FACE Auth reflects strong governance alignment, enhanced data security, and improved operational efficiency, while being specifically tailored to meet the service delivery requirements of the State of Haryana. The rollout of the Haryana FACE Auth platform is currently underway and is expected to significantly strengthen Aadhaar-enabled service delivery across various Government departments and institutions.
