Department has been rolling out various IT initiatives in line with the vision of Digital India and its pillars. The key verticals of the department are Society for IT Initiative Fund for e-Governance, Haryana State Electronics Development Corporation Limited (Hartron), State e-Governance Mission Team (SEMT) and National Informatics Center(NIC) have been playing a pivotal role in realizing this vision of Digital India and its pillars in Haryana. A specialized cadre of IT professionals has been created and put in place in the State to facilitate planning, designing, implementing and managing a wide range of IT initiatives at department/ organization levels.
Major IT Initiatives
Digital Infrastructure and Services
Haryana State Wide Area Network (HSWAN) was implemented in the State in the year 2007. HSWAN is a secured dedicated Intranet of the State, connecting State Headquarter with all District Headquarters, Haryana Civil Secretariat and Haryana Bhawan, New Delhi, 120 Blocks/ Sub-Divisions/ Tehsils/ Sub-Tehsils through MPLS cloud of 120 Mbps of BSNL on Optical Fiber Cable for data transfer, Video facility. HSWAN Network is integrated with network of NIC-HSU at SHQ and DHQs to have NKN connectivity redundancy. The leasedline connectivity of the network is managed and monitored from SHQ and utilization based enhancement of bandwidth is provisioned.
Beside this, offices of various departments of Govt. of Haryana have been connected horizontally on this network through leasedline connectivity of BSNL. SWAN is fully operational in the State and is being utilized for intra-departmental transfer of data ; conducting video conferencing between offices at SHQ with districts; departmental level Video Conferencing Sessions as well as interstate and International VC session through NIC. This HSWAN Network is further integrated with HSDC at SHQ to provide access to the user departments for applications hosted/co-located at HSDC.
M/s RailTel Corporation of India Ltd. is managing the operations of this network since January 2015. As on date, 100% uptime at 145 vertical connectivity has been achieved and 92% uptime for 1194 horizontal sites of departments has been achieved.
80 applications/websites of various Departments/organizations and 7 MMPs of Haryana Government have been hosted on Data Centre. A new security appliance has been deployed at Data Center to counter the cyber threats. A new State Data Centre is being planned at Panchkula to meet the future requirements of the State. To enhance the security and augment the infrastructure of the existing Sate Data Center, the existing SDC is being revamped and the tendering process for the same is under way. A new Disaster Recovery site is also under implementation at C-DAC, Hyderabad to provide redundancy to the State Data Centre, the tendering process for procurement and implementation of the same is also under progress.
CRID (erstwhile DITECH) is implementing project- “Extending services of BharatNet” through BSNL for providing the FTTH connections free of cost to the concerned Govt. Institutions in each GP for 2 years from the date of installation and maintenance of the equipment with stable internet.
Further, after 2 years, the concerned department shall be responsible for further subscription and maintenance. The project aims to cover 6220 GPs of Haryana with 10 FTTH connections: 1 connection each of 100 Mbps and 50 Mbps and remaining 8 connections of 25 Mbps bandwidth at each GP.
Haryana aims to provide connections on priority to the Government Offices in Gram Panchayats with public interface like Patwari, Police Station, School, Gram Panchayat, Anganwadi Centre etc.
The total project cost is ₹130 crore where-in ₹65 crore is received as aid-in-grant under Part-V of the “Scheme for special Assistance to states for the capital investment for 2022-23” of GoI. MOU Signing on 17th Oct 2023 and BSNL nominated as an implementation agency. This project is a significant step towards digital inclusion in rural India, promoting socioeconomic development and improving the quality of life for villagers
Bringing transparency in the food procurement process. Approx. 10 Lakh gate passes have been issued and payment files of more than Rs. 40,000 Crore have been sent to the Bank for disbursal to the farmers through this portal.
Aapka Sahayak mobile app is a pioneering initiative by the Government of Haryana to provide a unified interface for citizens to access a wide range of Government Services (G2C, G2B, G2E), emergency services, helplines, and other informational resources via a mobile platform.
This app aims to simplify the process of availing government services, enhance transparency and accountability, and significantly improve the citizen experience in Haryana. By leveraging digital technology, Jan Sahayak bridges the gap between citizens and government services, fostering greater engagement and participation in governance.
MMAPUY” project launched in July 2021 is an umbrella mission encompassing all schemes of the Government to identify a set of schemes to supplement the upliftment of each identified family
The Mukhya Mantri Antyodaya Parivar Utthan Yojana (MMAPUY) aims to eradicate poverty by raising the income levels of economically disadvantaged families in Haryana. Through targeted interventions like skill development, job placements, financial aid, and entrepreneurial support, the program seeks to provide sustainable livelihoods and ensure a dignified quality of life for underprivileged families. This initiative is dedicated to fostering equitable growth and reducing income disparities across the state, in line with Haryana’s commitment to inclusive development.
Mukhya Mantri Antyodaya Parivar Utthan Yojana (MMAPUY) is an initiative of Govt. of Haryana wherein poorest of the poor families are identified in the State and a package of measures from various welfare schemes (skill development, wage employment, self-employment etc.) is tailored for each family to ensure their economic upliftment and reach a minimum economic threshold of Rs. 1 lakh initially and Rs. 1.80 lakh per annum subsequently.
Haryana Engineering Works Portal (HEWP) (https://works.haryana.gov.in) With an aim to bring in transparency, Ease of Access and Doing Business for contractors desiring to work in various projects of engineering departments of Haryana State a new Haryana Engineering Works Portal (HEWP) namely https://works.haryana.gov.in has been developed. The portal has been launched by Hon’ble CM on 24.05.2021.
SARAL has transformed citizen service delivery in Haryana through complete digitization. Total 557 State G2C Services/ Schemes pertaining to 45 Departments/ Boards/ Corporations are being provided through this platform
Haryana Cashless Consolidated portal was launched to monitor the digital/ cashless transactions with an objective to promote digital payments and achieve less-cash society. As on date 483.32 Cr.+ digital transactions have been recorded.
The B1 Lower School entrance test portal is an online test system used to conduct a basic proficiency test (B1 test) for the promotion of constables to head constables.
The objective of the on-line examination system is to conduct exams online at different locations (exam centres) at the same time without any manual intervention and checking.
First State to onboard Services on UMANG Platform in 2018-19. Initially, 15 Services of Revenue & Disaster Management developed under e-District Project, 3 Services of Transport Department, 5 Services of PHED & 2 Services of SARAL Status tracking was on boarded on UAMNG.
Government of Haryana is making consistent efforts in building up a dynamic & concrete Start-up Ecosystem in the State that stimulates independent thinking, innovative ideas and helps Start-ups in different stages of their entrepreneurial journey. Innovation and Start-up Hub in Gurugram has been fully operational with a total area of 1,20,000 Sq. feet providing world class infrastructure and facilities to the Start-up Ecosystem Stakeholders. Three Government owned Incubators NASSCOM 10K Start-up Warehouse’, ‘IAMAI-GoH Mobile 10X Hub’ and ‘Center of Excellence for Internet of Things (CoE-IoT)’ are providing facilitation to more than 40 Start-ups (having 30 % women entrepreneurs) with 100+ team members in-house and multiple external start-ups from across the State. United Nations Technology Innovation Lab (UNTIL) to promote culture of entrepreneurship and innovation among women entrepreneurs is setup and ready for operations. Incubator with Software Technology Parks of India (STPI) for Block chain technology is set up and ready for operations. BSC BioNEST Bio-Incubator Incubator in Faridabad has been associated with the State Start-up Ecosystem to create a robust incubation network in the state.
DITECH with a view to ease the start-up entrepreneurship is strengthening the foundation of the start-up ecosystem in the state by associating academia through establishment of Incubation Centres across 07 (Seven) State Universities campus for which Grant of INR 30 lakhs to each State Universities has been provided by the State Government to encourage the Student entrepreneurs in the State.
The State Government also provided a special financial relief measures to its Start-ups working in Government owned Incubators in the form of rental waiver for a period of 02 months i.e. from 15th March 2020 to 15th April 2020 in view of the COVID-19 situation.
STPI Centre at Gurugram is already operational and currently, a CoE for Blockchain is being set-up. The 2ndSTPI centre is being set up at Panchkula for which MOU signed between Hartron and STPI for transfer of land to STPI for the purpose.
First of its kind initiative in the State providing a platform for conducting door-to-door household surveys for various field level activities in the State. CRID Haryana has developed an in-house dynamic “Survey Engine” which can be used for any kind of household survey in the State.
It has been successfully used to conduct a door-to-door household survey during COVID 19 pandemic to collect data of residents with COVID 19 symptoms like: Influenza like Illness (ILI), Severe Acute Respiratory Infections (SARI), etc. which has helped the District administration to take necessary actions. This first initiative was named as “Healthy Haryana” which had a Mobile App and a web Portal and approx. 7 Lakh households were surveyed successfully under this survey.
Utilizing the same Survey Engine, another survey “COVID 19 Sero Survey” with Mobile App & a different portal was developed with little customizations in the survey engine. The Sero Survey portal was also integrated with HARSAC for GIS Map visualizations to generate meaningful reports by the Health department.
Similarly, “Income verification application” of CRID Department, Govt. of Haryana is also built on the same survey platform which collects the verified income of the families available in Parivaar Pehchaan Patra (PPP) database.
Special Initiatives/ Initiatives During COVID-19 Pandemic
Atmanirbhar Haryana Portal is being used to extend the Financial & Banking Services of Haryana to the residents of the State such as Haryana Interest Subvention Scheme – For Differential Rate of Interest Scheme (DRI) Loan, Shishu Loan (Mudra Scheme) and Education Loan, Haryana Bank Slot Booking and the Cash Delivery at Home
Created to carry out the door-to-door household survey to detect Influenza-like illness (ILI) and Febrile Acute Respiratory Infection (FARI) symptomatic patients using an android-based mobile App.
As on date, more than 77,500 Kiryana/ vegetable/ milk/ chemist shop owners and more than 89,925 volunteers have been registered to provide services & help citizens fight against Coronavirus.
Captures data of test results of COVID-19 samples done by COVID-19 labs for the State. As on date, 19 (14 Government + 9 Private) labs have been registered and more than 3 Lakhs patient samples have been tested.
Litigation Management System is designed for Departments, Corporations, Boards and other state bodies to monitor the status of the case related to them.LMS is a Generic, integrated workflow based system to be implemented across Haryana Govt. The user Departments of LMS will enter their cases to them in the system. This software will be integrated with High Court for fetching out the data for cases related to the different departments. AG Office will work as a nodal office. It has been launched across 190 Departments/ Boards/ Corporations etc. of Government of Haryana. As on 7thAugust 2020, more than 4.148 Lakh cases have been entered related to Supreme Court/ High Court/ District Courts/ Tribunals etc. LMS has been integrated with Hon’ble Punjab and Haryana High Court. Integration with District Courts is also integrated. Provision of entering property details regarding any court case has also been added.
Web-HALRIS is a Web-Enabled integrated solution for Deed Registration and land records management. Major modules included in WEB-HALRIS are Deed Registration, Jamabandi, Mutation, Khasra Gridawari and Reports etc. This software has been implemented in all 143 Tehsils. Salient features of WEB-HALRIS includes integration of Deed Registration and land Records, integration with e-GRAS for E-Stamping, appointment for Deed Registration, Online Mutations, etc.
E-Girdawari is a mobile app to capture the details of the Khasra-Girdawari (Harvest Inspection) which is an important activity carried out by Revenue Department at least two times a year and special Girdawari is also held as and when exigency arises. During Khasra Girdawari, a register is to be prepared and be kept up by the Patwari. Until recently, the exercise was carried out manually and the record so collected is then entered in the HALRIS Software. No record like the GPS coordinates or the images of the crop were kept in the record. The Khasra-Girdawari is checked by the senior revenue functionaries also to ensure correctness of data so collected. Khasra Girdawari of Kharif 2019 is done using this mobile app. Next Rabi & Kharif Girdawari of 2020 are being performed using eGirdhawari Mobile App.
ePDS has been implemented across the State covering for Online Ration Cards Management, Allocation, Supply Chain Management, Ration distribution through PoS devices at FPS using Aadhaar based authentication using both Cash and Cashless (successfully carried out in Ambala and Panchkula on pilot basis) modes. During the COVID Lockdown, 5,94,646 DRTs (Distress Ration Tokens) have been generated for providing ration to the needy people who do not have any valid Ration Card and food grains have been distributed to all these needy people.

This system caters to more than 16,29,3419 beneficiaries. The computerization of ePDS has resulted in transparency in the system and thereby adding savings to the State exchequer by carrying out de-duplication of beneficiaries.
To provide a comprehensive document management system for the Haryana Revenue Department, NIC Haryana has developed a centralized solution for automation of storage and retrieval of scanned revenue records, court cases and official files. M/s CBSL has been engaged for digitizing the manual records of the Department, which includes scanning and storage of scanned pdf along with metadata. The developed solution has a mechanism in place for verification of the digitized record by the concerned official. It also has the provision to search and issue/ print the digitized records. The scanning, storage, verification & approval of scanned pdf file has been implemented at district level revenue record rooms. Search, print and issue module is under development.
Digital delivery of Government services provides ease of access to the citizens. Faceless and paperless governance is a key to reduce physical contact of public with the Government. To confer to the Haryana Right to Information Rule 2009, Government of Haryana has developed a web portal to enable citizens to upload their RTI queries online. In the backend, a role bases access mechanism is established for each concerned Department through which the respective departments will be able to process and reply the RTI queries pertaining to their Departments.
There is a plan to set up an Electronics & ICT Academy in the State at NIT, Kurukshetra to improve the skill of faculties working in Colleges and Technical Institutions of Haryana. Director NIT, Kurukshetra will prepare a detailed proposal in this regard for onward submission to Government of India for their approval
New scheme to impart Hardware skills in 25 courses in Electronics & Telecom field is being initiated in collaboration with NIELIT (National Institute for Electronics & IT), a Government of India entity and Hartron. State has designated Hartron as SIA (State Implementing Agency) for the project.
The Digital India Programme is a flagship Programme of the Government of India with a vision to transform India into a digitally empowered society and knowledge economy. Nine Pillars have been defined under the programme. Under the 9th Pillar Early Harvest Programmes one of the programme is “Public wifi hotspots”. Under this programme public wifi hotspots are to be created at 1 million tourist spots in India.
The Government has decided to create and put in place a specialized cadre of IT professionals in the State to facilitate planning, designing, implementing and managing a wide range of IT initiatives at department/ organization levels.
Under digital literacy mission, NDLM programme has been launched to provide IT literacy to the one citizen of each household. Haryana has registered 13000 citizens for this programme.
IT department is in process of setting up of innovation campus at Gurgaon in collaboration with NASSCOM. MoU has been signed on 29.07.2015 with NASSCOM for setting up of Start–up Warehouse for Young enterprising entrepreneurs to kick start the projects in Hartron, Gurgaon. Renovation work of Phase I having appox. 5000 sq. Ft. Area under renovation for 40 seats is near completion, order for furniture finalised, post that start-up warehouse shall be inaugurated. Thereafter, as per the policy space shall be allocated to the start-ups to kick-start their operations.
As per the Policy framework of Diety, GOI, CIOT has been proposed to be implemented via a multi-pillar approach. The approach comprises of Five Vertical Pillars (Demonstration Centres, Capacity Building & Incubation, R&D and Innovation, Incentives and Engagements, Human Resource Development) and Two Horizontal Supports (Standards & Governance structure. Announcement related to “Setting up a Centre of Excellence for IOT” was made by Shri Ravi Shankar Prasad, Hon’ble Union Minister for Communications & IT at Panchkula. Also, a DO letter dated 06.05.2016 has been written from PS(E&IT)/Haryana to Secretary, DietY, GOI requesting DietY, GOI to favourably consider Gurgaon as a next location for CIOT on lines of Bangalore CIOT with NASSCOM for which Haryana State Government will provide space, infrastructure and support. Further, in-principle approval of Hon’ble CM Haryana has been accorded for the process of establishment of CoE-IoT at Gurgaon with NASSCOM which is considered to be co-located with NASSCOM start-up warehouse at Gurgaon (likely to be inaugurated shortly) for convergence and to draw maximum benefits. HARTRON shall act on behalf of the Government of Haryana to solicit support from Deity, GoI and other stakeholders for the establishment of the envisaged CoE-IoT at Gurgaon for which a detailed project report is being prepared for submission to DeitY, GOI.

S3WaaS (Secure, Scalable, and Accessible Websites as a Service) is a cloud-based platform designed to develop secure, scalable, and accessible websites for government organizations. It enables government entities to easily create, customize, and manage website content through a variety of standardized templates, thereby ensuring a strong and consistent online presence.
The Government has developed 52 websites of Haryana for various Departments, Boards, and Corporations, along with 22 District websites, on the Secure, Scalable, and Sugamya Website as a Service (S3WaaS) platform of NIC.

The Mukhya Mantri Bagwani Bima Yojna (MMBBY) Portal is a digital platform developed by the Haryana Government to streamline the implementation of the MMBBY scheme. It facilitates the registration, application, and claim settlement process for farmers seeking financial protection against crop losses in the horticulture sector.
This scheme has been made to provide benefits to the farmer citizens. Farmers who cultivate vegetables, fruits and spices can apply for this scheme.
Government of Haryana is Planning to setup a Centre of Excellence for “Block Chain” Technology at STPI Gurugram with State of Art Incubation facilities admeasuring approximately 10000 Sq. ft. Memorandum of Understanding (MoU) between STPI & State Government is under process
DITECH is nodal agency and acting as an AUA supporting 25+ Sub Entity AUA Departments in State and capacity building of department w.r.t following the guidelines issued by UIDAI
MFMB portal developed by NIC Haryana for farmers to self-report crop sown information along with land & bank account details.
SeMT is handling DITECH SMS Gateway provided through CDAC and catering to 70+ applications of user departments of the State. Approximately 27 Cr SMS have been sent through this Gateway in last 3 Years
Web-based integrated workflow system wherein applicants can register for Group C & D and non-gazetted teaching posts in the Government via one time registration process managed by Haryana Staff Selection Commission. As on date, more than 11 lakh registrations have been done at this portal.
Haryana is front runner in utilizing Digital Locker platform with 26 documents of 9 Departments online and a Government Order backing the integration.
The portal helps in submission of applications from citizens falling under Below Poverty Line (BPL) criteria. More than 9.72 Lakh BPL registrations have been done till now on this portal.
H-RAFD provides an online mechanism for getting feedback from citizens on e-services provided by State Government in Haryana through various channels like SMS, Web, Mobile app, etc. 392 services of 33 Departments has been integrated with H-RAFD as on date
The HSIIDC has developed infrastructure for Technology Park/ Electronics Hardware Technology Park to promote IT Sector as four locations i.e Panchkula, IMT Manesar, Kundly and Rai in Sonepat in Haryana.
Haryana Knowledge Corporation Limited (HKCL) has established 205 Authorized Learning Centres and 500 more Authorized Learning Centres are targeted to be set up during the year 2016-17.
As per digital India Vision of Digital Empowerment of Citizens, it is envisaged to provide IT Training to all the citizens in the age group of 18to 65 years. The initiative shall be managed through CSCs and through reputed agencies like CSC-GOV, HKCL, Hartron work stations. It in envisaged to train 50 lacs citizen in next five year
Under the skill up gradation programme for more jobs placement opportunities, it is envisaged to set up at least four specialized labs in the field of Fiber Optics, Robotics, IOT (Internet of things) in the State under Electronics System Design and Manufacturing (ESDM) Scheme.
An Indian Institute of Information Technology (IIIT) is being set up at Kilohrad village in Sonipat District. The capital cost of IIIT has been identified as Rs. 128.00 crore which is to be contributed in the ratio of 50:35:15 by the Central Government, State Government, and the Industry Partners (HARTRON AND HSIIDC) respectively. MOU has been signed. Guest classes in three branches started in the premises. The Society has obtained Certificate of Registration. First members of the Governing Body identified. 1st Meeting of the Governing Body of the Society of IIIT-PPP, Sonipat Haryana was held on 14th June 2016. Further, as per the minutes of the meeting, website & logo is being developed, Also, steps being taken for Domain Registration and appointment of Chairperson of the Board of Governors (BoG).
There is a Plan to set up IT Labs at District Level. These labs shall be used exclusively for computerization/ digitalization of Data, Aadhaar seeding, Basic Computer Training, Application Software oriented Training, G2C Services Training to VLE/ULE & District Stakeholders and NDLM Programme for Anganwari/ ASHA/RD etc. This lab shall also be used for conducting various exams being conducted by HARTRON, Technical Education, Education Board, Bhiwani, etc.
