    Some of the key initiatives taken by the SeMT in the State are as under

    An in-house chatbot has been developed by SeMT Haryana for integration with the Antyodaya SARAL portal. The chatbot assists citizens by guiding them through SARAL service application procedures, sharing relevant service links, and responding based on publicly available SARAL dashboard data. For secure and seamless integration and further AI model training, NIC Haryana has been requested to share detailed API purposes, request parameters, and response specifications.

    The State e-Mail Cell (SeMC) serves as a centralized unit for implementation, management, and support of NIC e-Mail services and migration to cloud-based email solution (Zoho). Till date, 7,000+ email IDs have been processed.

    Established under the Secretariat for IT, CRID, SeMC acts as the central coordinating unit for NIC email migration, activation, and user support across Haryana Government departments and entities.

    Key functions include:

    • Coordinate with NIC for backend support and completion of pending migrations.
    • Handle email creation, activation, deactivation, and update of user particulars.
    • Provide end-to-end support, maintain records, and ensure transparency.
    • Act as the single point of contact for NIC email matters in the State.

    The STPI Apiary – Centre of Entrepreneurship (CoE) in Blockchain Technology has been established in collaboration with MeitY, STPI, Govt. of Haryana, Padup Venture Pvt. Ltd., IBM, Intel, GBA, JCBOSEUST, DCRUST and FITT.

    This initiative aims to identify and nurture promising startups in blockchain technology, hosted in the STPI Gurugram Incubation Facility. An MoU was signed on 18.09.2023 between STPI and CRID for establishing this CoE at STPI Gurugram. The facility provides high-standard infrastructure, technology, mentoring, training, R&D support, funding access, and networking for startups working in emerging technologies.

    SeMT Haryana has contributed to the development and drafting of key policies in the State, and many new policies are being formulated:

    • Haryana State Data Center Policy, 2022.
    • Haryana State Startup Policy, 2022.
    • Haryana Quantum Computing Policy, Haryana Robotics and Automation Policy, Haryana Blockchain Ecosystem Policy, Haryana Drone Policy, Haryana Emerging Technology Policy, and other advanced digital initiatives
    • Haryana State Data Exchange, Retention & Archival Policy

    The IT Saksham Yuva Scheme (IT-SYS) was Gazette-notified by the Government of Haryana in July 2024 to provide employment opportunities to engineering and IT graduate/postgraduate youth. Under the scheme, unemployed beneficiaries undertake the Haryana IT Programme, consisting of specially designed short-term courses of a minimum duration of three months, offered by HARTRONHKCLSVSU, or any other agency notified by the Government. In the first phase, the scheme targets 5,000 youth across Haryana through focused IT skill training.

    Bringing transparency in the food procurement process. Approx. 10 Lakh gate passes have been issued through the platform and payment files of more than Rs. 40,000 Crore has been sent to the Bank for disbursal to the farmers.

    The objective is to uplift the economic status of those families in the State whose annual income is less than 1 lakh based on the income characteristics available in Family Identity Card database (PPP). 118319 families have been surveyed with the help of mobile app as on date.

    Haryana has conceptualized the concept of “Gateway to Government” State level Mobile platform for all G2C services in all departments. Provides a single point of interface to citizens for accessing all Government Services, Emergency Helplines and other information services.

    A state-of-the-art portal with features like keyless exam, real-time result, randomization of question bank at the topic level and high amount of security with custom Dashboards. Successfully conducted in state in which more than 15000 (8000+ in 2018 & 6200+ in 2019 batch) police staff appeared.

    Haryana Cashless Consolidated portal was launched to monitor the digital/ cashless transactions with an objective to promote digital payments and achieve less-cash society. As on date 487.54 Cr.+ digital transactions have been recorded.

    DITECH has developed an in-house Survey Engine which can be utilised for any kind of survey related requirement of any department including but not limited to data collection, recording GPS coordinates, capturing photographs, maintaining hierarchical workflows, etc

    A web-based integrated workflow system was launched on 12th January 2021 wherein applicants can register for Group C, Group D and non-gazetted teaching posts in the Government via one time registration process managed by Haryana Staff Selection Commission

    This portal is proposed to give an option to the farmers growing horticulture crops to buy crop insurance and get compensation for losses due to adverse weather and natural calamities. This portal is not launched yet

    Some of the initiatives taken by Government of Haryana during the COVID-19 crisis are as under:

    Atmanirbhar Haryana Portal is being used to extend the Financial & Banking Services of Haryana to the residents of the State such as Haryana Interest Subvention Scheme – For Differential Rate of Interest Scheme (DRI) Loan, Shishu Loan (Mudra Scheme) and Education Loan, Haryana Bank Slot Booking and the Cash Delivery at Home

    Created to carry out the door-to-door household survey to detect Influenza like illness (ILI) and Febrile Acute Respiratory Infection (FARI) symptomatic patients using android-based mobile App.

    As on date, more than 77,500 Kiryana/ vegetable/ milk/ chemist shop owners and more than 89,925 volunteers have been registered to provide services & help citizens fight against Coronavirus.

    Captures data of test results of COVID-19 samples done by COVID-19 labs for the State. As on date, 19 (14 Government + 9 Private) labs have been registered and more than 3 Lakhs patient samples have been tested.

    Implementation of MeitY initiatives in the State

    First State to onboard Services on UMANG Platform in 2018-19. Initially, 15 Services of Revenue & Disaster Management developed under e-District Project, 3 Services of Transport Department, 5 Services of PHED & 2 Services of SARAL Status tracking was onboarded on UMANG.

    UMANG is a unified platform aggregating major citizen-centric services of Central and State Governments as well as local, autonomous and statutory bodies, accessible via mobile apps (Android & iOS) and the web. It is a Digital India initiative aimed at improving ease of living by enabling citizens to access services anytime, anywhere through a single application.

    In Haryana, 14 departments, 26 services, and 180 schemes are currently live on UMANG, including services from Antyodaya SARAL, Haryana Women Development Corporation, Forests, Agriculture, Labour, Employment, and Fisheries. Integration of Haryana Police portal services is underway to further enhance service coverage.

    Haryana is front runner in utilizing Digital Locker platform with 26 documents of 9 Departments online and a Government Order backing the integration.

    DigiLocker is a flagship initiative of MeitY under the Digital India programme, aimed at empowering citizens through access to authentic digital documents via a secure cloud-based platform for document storage, sharing, and verification.

    In Haryana, 86 issuers are currently integrated with DigiLocker. Recently, Haryana Police services were onboarded, and Invest Haryana (Single Window System) services were integrated with EntityLocker.

    EntityLocker is a secure online platform for document storage and sharing for MSMEs, large businesses, societies, and charitable trusts. It promotes digital governance and enhances Ease of Doing Business by expanding DigiLocker’s ecosystem to include business and institutional entities.

    The NeSDA Framework, formulated by the Department of Administrative Reforms and Public Grievances (DARPG), benchmarks e-service delivery performance of States/UTs and Central Ministries across seven key sectors including Finance, Labour & Employment, Education, Social Welfare & Health, Agriculture, Home & Security, Local Governance & Utility Services, Environment and Tourism.

    Through sustained coordination with Haryana Police, Tourism Department, Right to Service Commission, and DARPG, all 59 mandatory services have been onboarded, achieving 100% saturation. Haryana now ranks among the top five States in e-service delivery performance.

    Launched in 2022, myScheme is a national marketplace for government schemes. It provides a one-stop platform for citizens to access scheme information, check eligibility, and avail benefits in a seamless and transparent manner.

    Schemes are categorized based on benefits and target beneficiaries. The platform reduces citizen effort by avoiding the need to visit multiple departmental websites and analyse multiple scheme guidelines separately.

    India Stack Local is a Digital India initiative to showcase digital solutions developed by States and Union Territories under categories such as government internal functioning, beneficiary orientation, and project management. The platform documents solution descriptions, impact, technology stacks, architecture, implementation methodologies, and other details. It is envisaged that such success stories will inspire national-level adoption and replication across States, enabling mutual learning and scaling of best practices.

    DITECH is nodal agency and acting as an AUA supporting to 25+ Sub AUA departments in State and capacity building of department w.r.t following the guidelines issued by UIDAI.

    SeMT is handling DITECH SMS Gateway provided through CDAC and catering to 70+ applications of user departments of the State.

    Apart from the above initiatives, more than 20 additional Covid related projects have been developed and implemented in the State.
